Wrong. 

Always cap your uploads to 1/2 your max upload.

Why?

You have to leave some &quot;room&quot; in your upload bandwidth for your own communication. If you dont, people downloading from you will quickly saturate your upload bandwidth, leaving nothing for YOUR download to negotiate transfer with the people you are downloading from. (Yes downloads do generate upstream packets, that are used to acknowledge and negotiate the connection).</description>
